Description
The cursor "jumps" in an extremely erratic fashion on win32.
To reproduce, simply move the cursor along the top row of buttons or menu labels.
Also, if you move the cursor along the Place field, the cursor rapidly transitions between the arrow glyph and the vertical bar glyph.
Extremely annoying....

Originally filed as a HotJava bug by a contractor tester, but this is a generic
AWT bug that we've had before, (it's much less severe than before).
