Provide separate base classes for design time and runtime Bean representation

      For some Beans it makes sense to have completely different classes for their runtime and design time states. A Timer Bean, for example, will want to have a visual representation, however at runtime, it would be beneficial to have a very light-weight Java class provide the implementation.

      In the BeanInfo structure supported references to two java classes for the bean, a runtime and a design time class then this would be possible.
