javac still has some non-localizable messages

      Javac still has some non-localizable messages. As a result, English
      and localized messages are shown mixed. Examples are:

      darkwing> env LANG=ja PATH=./bin:$PATH javac foo
      javac: invalid argument: foo
      ‡ññ’²: javac [-g][-O][-debug][-depend][-nowarn][-verbose][-classpath path][-nowrite][-deprecation][-d dir][-J<runtime flag>] file.java...
      darkwing> env LANG=ja PATH=./bin:$PATH javac -bar
      javac: invalid flag: -bar
      ‡ññ’²: javac [-g][-O][-debug][-depend][-nowarn][-verbose][-classpath path][-nowrite][-deprecation][-d dir][-J<runtime flag>] file.java...

      Probably the following messages are displayed before initializing the
      environment with ResourceBundle???

      darkwing> grep -n 'error("' *.java
      Main.java:181: error("-classpath requires argument");
      Main.java:193: error("-d requires argument");
      Main.java:212: error("-encoding requires argument");
      Main.java:217: error("invalid flag: " + argv[i]);
      Main.java:223: error("invalid argument: " + argv[i]);
