Customer has found that MediaTracker fails to load a local gif file
intermittently on Win NT4.0. The image is quite large and there seems to
be a race condition in loading the image and it being ready for its consumers

Once the image has failed to load even stopping and restarting the java
application will not flush out the bad data, only an explicit flush will
recover the win32 image

From a little testing I have not been able to get this to fail under jdk 1.1fcs
But the customer would like a reassurance that the problem that is causing this
is fixed and that he won't hit the same race condition later
