Even on a 150MHz Pentium with 48Mb of memory, the index of the
Java APIs is so large that Netscape 3.01 (Win95) crashes. In
fact, an HTML page of 1.45Mb is stretching the limits of many
a PC.

Javadoc should provide a capability to split the index over
several pages, for example, one for each letter.
