FileDialog displays English (C locale) strings in ja locale on Solaris.
There seems a problem on initializing Motif.
Note that the Motif file dialog uses both resources and message catalogs
for obtaining strings.
This Happens also with Print Dialog : See 4065977.

This bug causes the problem of File Dialog and Print Dialog of HJB113 Japanese version.
The same problem on Korean. See 4131687
