1. Load http://parched.eng:8080/~pkelley/master/doc/HJ_1.0fcs_acceptanceTestPlan.html (this should appear with scroll bars visible using default page size).
2. Select Help:What's Hot.
3. resize page so it becomes scrollable, i.e., so scroll bars appear.
4. Move vertical scroll bar to bottom and leave it there.
5. resize page so the scroll bars disappear.
6. Notice the page is not completely redrawn. Click the 'Back' button.

Result: The top of the previous page is not accessible via scrolling or reloading page.
