JDK does not support UTF-8 (Unicode) locales

      UTF-8 is not recognized as a name for the charset encoding in JDK1.1.1.
      In Solaris 2.6, we support 2 locales (UTF-8 for English(en_US.UTF-8)
      and UTF-8 for Korean(ko.UTF-8) based on UTF-8.
