This occurs when testing JCK-11a on jdk111e and upward compatibility - jdk102/javac and jdk111e/appletviewer. Does not occur in downward compatibility testing.
To Reproduce:
Run the SwitchMenubarTest applet. The menubar is supposed to toggle between "old" and "new" when one of the Item # is clicked. Click the items repeatedly. Eventually the window will move upward until the items can't be selected anymore.
