on win95 only:
created a Panel (FlowLayoutMgr) that contains buttons with spaces between them
(e.g. a toolbar)
Move into the Panel
 move into one button, then move to the adjacent button
 (w/out leaving the panel)
 The move to the adjacent button (mouseEnter to Button) => mouseExit from Panel.
This does not occur on the Sparc platform.
This bug causes our tooltip design to work incorrectly on the win95 platform
(we use the mouseExit on the panel to reset a delay before displaying tooltips)
