movement of components across panel not being refreshed properly on win32

Using Oracle's WebForms test applet, located in /home/richie/orcl/web/test/x.html


1) appletviewer x.html
2) click on Enable/Disable Items
3) click move position
4) click prev position

notice the one region has some leftover regions not repainted properly.
