The bug reported by 4036547 has partially been fixed. That is, the bug has been
fixed in TextArea, but not in TextField due to its password support.
We already received some reports on this problem from Japanese customers.

On WinNT4.0
All of ascii chars no matter where they are always comes after locale specific
chars through IME.
123»î¸³ -> »î¸³123
123ŽÃŽ½ŽÄ -> ŽÃŽ½ŽÄ123
