In output from "javadoc -help" in ja locale, "index" in line
        -noindex Do not generate method and field index
is mistranslated to "SOEJI", the index for arrays. It should be
translated as "SAKUIN" to mean the list of subjects.

In translation of:
        -encoding <name> Source file encoding name
        -docencoding <name> Output encoding name
"encoding" is not translated consistently. First one is
left in English and the second one is translated into
the Japanese word.

I would also suggest that words in < > should be translated
since it is not just a symbol but carries the English
meaning.
