DecimalFormat only supports fixed-point display. It should
support exponential display, and appropriate API should be
added, including recognition of new pattern characters.
The LocaleElements exponential data should be used. API
should be added to DecimalFormatSymbols to support getting
and setting the exponential character ('e' in en).
