The load and save methods in the Properties class still use the
old InputStream and OutputStream classes to load and save.
To be more "internationalizable" shouldn't they use InputStreamReader
and OutputStreamWriter instead?

Properties are used by PropertyResourceBundles which are used to
manage locale-specific data....
