Win32: user.home can have different values depending on whether JRE or not

      user.home is strangely set using environment vars HOMEDRIVE + HOMEPATH in
      jre, but is set simply to var HOME when using JDK directly. (And if
      HOMEDRIVE + HOMEPATH are not set, user.home is bizzare. (Set to JavaHome.)
