Inproper font property definition for "monospaced" in CJK

      font.properties.ja is not properly configured for
      the font "monospaced".If both SBCS and DBCS are
      input in TextArea or drawn on Canvas,for example, with
      monospaced font,the width of DBCS is not exactly twice of SBCS's.
      The reason is Courier New is used for SBCS, and MS
      Gothic is used for DBCS according to the current
      definition in font property file.It should be
      modified as follows.

      <Wrong>
      exclusion.monospaced.0 = 00b7-00b7, 0100-ffff


      <Correct>
      exclusion.monospaced.0 = 0000 - ffff
