Portability fixes for runtime

      There are a few places in the code where we are not portable when moving
      to a different platform.
      - gc stack walking code does not take into account stacks which grow
      up.
      - mkdir() is being used when sysMkdir should be used.

      OSF has asked us to make these changes to make porting easier.
