The JCK-114a test vm/classfmt/atr/atrcod014/atrcod01404/atrcod01404.html
calls for the rejection of a bad classfile named atrcod01404n. The documentation for the
test says that the classfile has the property "the value of max_locals in constructor is
less than number of parameters."

The test fails using JavaSoft's 1.2:
