URLConnection.getHeaderFieldDate uses deprecated Date.parse()

It may be okay for URLConnection.getHeaderFieldDate to use Date.parse()
because the date strings on the wire might always be IETF compliant dates,
it is not clean to be using deprecated methods such as Date.parse().
