A user who does not have the correct properties in .hotjava file who try to
use the "JDK-1.2beta2-Y" version of appletviewer on a html file that does
have a correct <applet> tag fails to start with :

Warning: No Applets were started. Make sure the input contains an <applet> tag.
      usage: appletviewer [-debug] [-J<javaflag>] [-encoding <character encoding type> ] url|file ...

appletviewer checks the users .hotjava directory for a properties file.
If the .hotjava directory or the properties file is not found appletviewer
will create a generic one. This file does not have enough information
to allow the 'appletviewer' to start.
