There is currently no programmatic way to deiconify a Frame.
There is already a defect raised against Sun (4037680) to fix
the toFront method of Window to do this, however, the comment
against the defect makes it clear this fix will not be made.
Instead a pair of new methods will be added to allow programmatic
iconify and deiconify.
