Latin characters in "ja" locale cut off below the baseline

This problem was originally reported for Java Studio. The original description
is included below. The problem is that when running on Solaris 2.6 in the "ja"
locale, the bottom parts of Latin characters with descenders below the baseline
are cut off. For example, 'g' and 'q' look about the same. The problem only
occurs on Solaris 2.6 in the "ja" locale. Other Asian locales may also be
affected, but I don't know if they've been tested. A test case and a screen
      snapshot are attached.

      ---original description---

Run Studio under Solaris with JA localization in "ja" locale.
(Probably the toy-localization would show the same result as well.)
Click on the Generation icon and typ in letters like "g", "y", "p" or "q"
into the Directory Name or File Name field. You won't see the stems
of these letters that should be shown below the baseline.

I've see the similar problem somewhere else as well but don't
remember the exact location. I'll add them as I recall them.

I'm re-opening this bug as I can still reproduce this with the latest
bits, build 23. Please make sure to use JA localization or psudo localization
that kenf created. I'm using Solaris 2.6 under CDE. This may be OS and/or windowing system specific.
      I've attatched the screenshot.
