Appletviewer is not running because of missing resource file

        JDK version : JDK 1.1.6

        to reproduce:
        % cd /usr/local/java/jdk1.1.6/win32/demo/SortDemo
        % appletviewer example1.html

        error message:
        can't find resource for sun.awt.windows.awtLocalization_en_US
        Using default MenuItem font

        please refer to BugId 4105353. These two bugs have same behavior but with different error message.
