The spec for ByteLookupTable reads:
"This allows an array smaller than the native data size to be constructed..."
The behavior of *.getDataStorage() is not completely specified and cannot
be tested because the array size returned is not precisely defined.
This spec bug also applies to LookupTable and ShortLookupTable
