We need to provide a dictionary-based version of BreakIterator
suitable for breaking words and lines in languages that don't
put spaces between their words. Specifically, we need this to
properly support Thai.

[This probably also requires the addition of a new LocaleElements
resource that specifies which kind of BreakIterator to use for
a particular language.]
