The converters for Cp437, Cp852, Cp860, Cp861, Cp863, Cp865, Cp869, Cp874 and Cp875 all need to be changed to represent IBM's definition of these encodings. MSxxx variants need to be created to represent Microsoft's definition.

This needs to be done to match our stated naming policy for Cp converters.

Cp838 and Cp856 should also be examined to see if it matches IBM's spec. There is currently some doubt.
