Bug #4116747 was closed as a duplicate, but further investigation suggests that it may indeed by a regression on Solaris. Please see bug #4116747 for the complete description and test code.
Basically, the bug reports that on Solaris under ja locale the time sone is always GMT+09:00. Which suggests that there may be a bug in how the default time zone is created on Solaris.
