  The java.util.ResourceBundle documentation is unclear about 'parent-level'
bundles. It is not evident whether bundles for a default locale should be
searched in while retrieving a value for a key.
  The documentation is also unclear about behavior of getBundle() method when
the locale specifies a country or a variant field while missing a language or a
country accordingly.
