The appletviewer reads the .hotjava/properties file in the user's home
directory. This is a holdover from days long past when HotJava was part of the
JDK. The appletviewer should really just read (and write) the appletviewer
properties file that's installed into $JAVA_HOME/lib/appletviewer.properties.
