This is a major spec flaw.

Unfortunately, this is far from being sufficient. The bug you
identified as a duplicate (above) was not about VK_Kana but
VK_Graph. They ARE different!!!

Also, the bug report 4102301, which you mentioned (see below) was only
for sensing (the status of) keys. We need to "control" the toggle mode
of VK_Kana with an API from program, as every system platform of today does.
