On Win32 platforms, windows with lightweight
components on them repaint too often when running
in 256 colours.

Every time the title bar of the window is clicked,
a palette shift occurs, even if the window already
had focus. The palette shift causes the entire
window to repaint, which can be slow.

To reproduce, run the SwingSet application on Windows
in 256-colour mode. Click the title bar of the
application. The entire window repaints for no reason.
