Product: JDK 1.1.6
This phenomenon has been confirmed on Windos NT Korean and Windows 95 Korean.

How to reproduce:
1.
Install JDK1.1.6 English version. You will see the blue setup screen.
For the log "Java (TM) Development Kit 1.1.6 Setup", you will see
"Java ? Development Kit 1.1.6 Setup" on Windows 95,
"Java /_/ Development Kit 1.1.6 Setup" on Windows NT.
