"Open File" tooltip is displayed at incorrect times

      After opening a file, the "Open File" tooltip occasionally pops up.

      Using Swing 1.0.1 and JDK 1.1.5 - see attached test case.

      To Reproduce: Use the "Open a file" icon to open a file. After the
      FileDialog is dismissed, the "Open a file" tooltip occasionally pops up.
