Locale : Chinese, Japanese etc.

To reproduce:
- run SwingSet
- go to PlainText tab
- click on either JTextArea or JTextFied
- If cursor is not shown on these component, no root window show up to take Chinses, Korean, or Japanese
- English input, which does not need root window, can be taken.

However, if a cursor is shown, the root winow will show up as well.
