If I create a combo box that has not drop-down entries, then clicking
on the drop-down arrow brings up and empty list containing space for
about 5-7 entries.

It would be preferrable if the drop-down control were disabled rather
than popping up an empty list.

I don't think it matters, but my combo-box was editable.
