New locales need to be recognized for Solaris 2.7.

This applies both to JDK1.1 and JDK1.2.

The new Solaris locales
hr_HR Croatia
nr Bosnia
ro_RO Romania
sk_SK Slovakia
sl_SI Slovenia
sq_AL Albania
sr_SP Serbia
bg_BG Bulgaria
mk_MK Macedonia

are not recognized by the VM, so that the system properties
"user.language", "user.region", and "file.encoding" default
to English/null/ISO8859-1.
