InputMethodHighlight(boolean, int) constructor needs spec for default variation

      We need to specify the default variation value when an instance of
      InputMethodHighlight is constructed using the InputMethodHighlight(boolean,int)
      constructor. The default value of variation is implemented as being 0.

      This spec is required for the JCK to test getVariation() after creating
      an instance without a specified variation.
