      The implementation of activating internal frames is inconsistent.

      (1) Run the swing set example
      (2) Select the "Internal Frame" tab
      (3) Make two internal frames
      (4) Click on the scrollbars of the inactive InternalFrame

      You can grab the title bar or click any of the minimize/maximize/close/resize
      buttons, but you cannot manipulate anything in the content region (meaning
      the scroll bars in swing set).

      This means that any user has to first click to activate and then click again to
      manipulate.
