The current bootstrapping process for the debugger agent requires that the agent library be part of the JRE (so that its System.loadLibrary succeeds when java -Xdebug is run). The library can be removed from the JRE if Agent.boot is changed to find it in a containing JDK tree if the original loadLibrary fails.
