RMIC fails in JDK1.1.7E because of missing rmic.properties file

      When running rmic in JDK1.1.7E, it fails with the error that it could not read from ../lib/rmic.properties. This file doesn't seem to exist in the lib directory of this JDK. It did exist in previous builds.
