The JBuilder palette doesn't show at all when run with JDK1.2fcs E and F on Windows NT. It worked fine with beta4, C and D.

Steps to Reproduce:
0) Follow instructions outlined in bug#4144514 for setting up JDK1.2fcsE or F to run JBuilder.
1) Launch JBuilder.
RESULT: The tools palette is completely missing. Also, the "File:New" Option is not visible in the menu.
