(1.1.7) Appletviewer does not work in win95 and win98 with JDK117 build L

      To reproduce this bug:

      1. Install JDK117 build L in Windows 95/98
      2. Run appletviewer with whatever applet in C locale.

      When running the appletviewer under Win95 and Win98 the reported error is:
      Can't find class sun/applet/Appletviewer
      and no applets are run.

      This is a regression, since build I is working fine.
