The section "4.1 ClassFile" of JVM spec says:

For the Java virtual machine implementations of
Sun's Java Developer's Kit (JDK) releases 1.0.2, 1.1.X,
and 1.2 the value of major_version is 45 and the value
of minor_version is 3. Only Sun may define the meaning
of new class file version numbers.

However VM (JDK1.2fcsJ) allows class file version different than 45.3
(for example 45.100).

To reproduce run JCK 1.2beta4 test
  vm/classfmt/clf/clfver001/clfver00101m1/clfver00101m1.html
The test tries to load class with class file version 45.100.

We know about discussion on class file version, but we have not
JVM Spec update and we need bug number to exclude the test.
