  The java.util.Locale.toString specs(of JDK1.2-fcsK) are ambiguous: they provide two examples contradicting
each other: de__POSIX, fr_MAC. These both are progmatic names of locales with an empty country field and
non-empty language and variant fields, but they are separated by different amount of underbars: de__POSIX
and fr_MAC. Therefore, it's unclear which variant should be used.
