I have already emailed Doug Kramer about this. The highest level javadoc should only show java.awt, java.security, etc. A single click at the highest level should then show ALL subpackages thereof. It makes the interface cleaner and serves to better group related packages.

The only argument against this is the extra click for three deep + packages.
