      When -mx flag is used to set a bounds on the heap, the system can run out
      of memory when running the JIT, even though there's plenty of memory
      when the JIT is disabled.

      Rather than throwing an Out of Memory error, the system should turn
      off the compiler and release compiled code so as to run in the requested partition.
