STD: Debugger allowed to run when its classes are not on boot class path

The debugger agent starts up just fine when tools.jar is placed on the regular class path instead of the boot class path, as documented. Problems do not occur until later and manifest themselves as mysterious hangs. It would be better to check at startup.
