The output of Arc2D.getBounds2D() returns a fairly tight bounding box for
the arc, but the output of Arc2D.getBounds() (the 1.1 version) returns
a very large bounding box that encompasses all of the ellipse even if
the start and end angles of the arc only cover a very small part of that
ellipse.
