Win32: JVM does not start in ja locale

      Application or applet cannot be started in ja locale. It only displays Windows' "Access Violation" popup window. Also MS Developer Studio shows that that violation occured in FONTMANAGER.DLL. I confirmed this bug on 1.2.2D build.

      To reproduce this problem, just run "java Stylepad" in ja locale.
